Key Definitions
- Handle: Total dollars wagered. Sometimes called total volume or gross wagering. Counts every dollar bet, not net.
- Gross Revenue: Handle minus winnings paid to bettors. The operator's gross receipts before tax.
- State Tax: NJ collects 19.75% on online sports betting gross revenue (since July 1, 2025) and 9.75% on retail. Casino-partnered operators also pay a 1.25% CRDA surcharge.
- Hold percentage: Gross revenue ÷ handle. Typically 8-12% for NJ books across a year.
NJ vs Other US Markets
NJ is consistently among the top three US sports betting markets behind New York and Illinois. The mature market reflects NJ's first-mover status (June 2018), high mobile penetration, and proximity to NYC, Philly, and DC commuter populations.
- New York: Largest US market by handle but a 51% online tax rate caps operator margins.
- Illinois: Recently overtook NJ in some monthly periods. Graduated tax rate up to 40%.
- Pennsylvania: Larger handle than NJ but a 36% tax rate.
- Massachusetts: Newer market — 20% tax rate. Catching up rapidly.
The 2025 Tax Increase
The NJ FY2026 budget signed June 30, 2025 raised the online sports betting tax from 13% to 19.75% (a 52% jump in tax rate). Casino-partnered operators pay an effective 21% with the CRDA surcharge.
Six months into the new rate, operators have absorbed most of the increase through reduced promotional spend rather than passing it to bettors via worse pricing.
